The documentation at https://aurelia.io/docs/plugins/i18n#installing-the-plugin is not correct for using the aurelia-i18n plugin with the built in bundler/alameda.
I just put a suggestion at https://github.com/aurelia/i18n/issues/300 to improve the documentation
