shouldn’t this (and other plugins) be a part of the aurelia mono-repo as a sub packages?

Yes it should. It’s stated in the readme of that repo that this is just temporary for faster iteration speed.
@bigopon how is this going? looks like the repo hasn’t been updated in a while.

There was some changes needed inside the core templating, and it was done awhile ago. I was waiting for this and it went off the radar. I can pick it up again, thanks for the reminder.
